Who Qualifies

Eligibility Requirements

District 27A Resident

You must live in District 27A. Use the Find My Legislators tool at the Maryland General Assembly to verify your address before applying.

GPA of 2.5 or Higher

Your current grade point average must be 2.5 or above. Your transcript, official or unofficial, will be uploaded as part of the application.

Attending a Maryland School

You must attend a college, university, or accredited career school in Maryland unless your specific program of study is not offered at any Maryland institution—in that case, an out-of-state school may qualify. Contact MHEC at (410) 767-3300 to confirm eligibility.

Enrolled at Least Part-Time

Full-time: 12+ credits per semester (undergrad) or 9+ credits (grad). Part-time: 6–11 credits (undergrad) or 6–8 credits (grad). Both qualify.

FAFSA Filed

Complete the Free Application for Federal Student Aid at fafsa.gov. Undocumented students may submit the MSFAA instead. Need a paper copy? Call (800) 433-3243.

Registered on MD CAPS

Create an account at mdcaps.mhec.state.md.us. You will need your MHEC ID number from that account to complete the application.

Received a Delegate Scholarship before? You must still submit a new application every year. Past recipients are not automatically renewed.

How to Apply

Step 01

Confirm Your District

Go to Find My Legislators and enter your home address. Delegate Odom must appear as one of your representatives. If he does not, contact your actual district delegate for their scholarship.

Step 02

Gather Your Documents

You will need your FAFSA or SAR Report, your transcript, and your MHEC ID number from MD CAPS. Have all three ready before you open the application form.

Step 03

Submit by June 26

Complete every field and upload your documents before Friday, June 26, 2026. Read the entire form first. Incomplete applications will not be considered.

Receive Notification

Log into MD CAPS to find your ID. Don't have an account? Register before you apply. This number is required on the form.

$50,000 in total scholarship funds is available for the 2026–2027 cycle. The goal is for every student who applies and qualifies to receive support. Award amounts vary based on the number of applicants and individual circumstances.

MD CAPS is the Maryland Higher Education Commission's scholarship management system. All applicants are required to have an account. Register at mdcaps.mhec.state.md.us. Your MHEC ID number from that account is required on the application.
Part-time is 6 to 11 credits per semester for undergraduates and 6 to 8 credits per semester for graduate students. Full-time is 12+ credits (undergrad) or 9+ credits (grad). Both qualify for the scholarship.
